SCEG History
Visionaries renamed the early association of 5 South Central States as “The South Central Group-REEA” in order to comply with a REEA bylaw change, which no longer recognized State Chapters. Shortly thereafter, a more formal organization evolved, insuring a permanent influence in real estate education standards.
Today, SCEG maintains a five (5) - State Regional Group comprised of leading regional, national and international real estate educators hailing from Arkansas, Louisiana, Mississippi, Oklahoma and the State of Texas. Some are also members of Real Estate Educators Association (REEA), Oklahoma Real Estate Educators Association (OREEA), Association of Real Estate License Law Officals (ARELLO) and the Texas Real Estate Teachers Association (TRETA). Today, attendees hail as far away as the Eastern & Western Seaboards and Alaska and Canada.
This "not-for-profit" organization is a valuable asset to the real estate industry, formed in order to achieve and maintain the higher standards found in successful real estate educators. SCEG is a resource for those involved in real estate education whose aim is toward keeping those in the Real Estate Industry well informed through quality presentation and androgogic delivery of timely, up to date industry information researched from primary sources. Currency, Credibility, Concordance with law and Craftmanship in delivery are fundamental elements in the SCEG organization.

2008-Present Dr. Wayne Thorburn - Texas

Wayne Thorburn is the former Administrator of the Texas Real Estate Commission from 1997-2007 and also Commissioner for the Appraiser Board.
Previously he taught political science at Arkansas State, Texas State, and the University of Maryland and was Regional Representative for the U.S. Department of Education and a Special Assistant at U.S. Department of Housing and Urban Development.
Currently he is a consultant for PSI and a nonprofit foundation and teaches real estate continuing education in Texas . He is this year's president of the South Central Educators Group, Inc.. He was president of ARELLO in 2005. Wayne and his wife Judith live in Austin , Texas.

2007-2008 Connie Miller - Oklahoma

Connie has been vigorously instructing adult learners in the real estate industry since the early 1980s, recently retiring from the Oklahoma Real Estate Commission as the head of the Education Division.
Her leadership in the field of Adult Education and her desire to see every instructor improve their Adult Teaching skills during classroom and conference presentations is always at the backbone of every idea for each conference.
She is noted for enthusiasm and kindness in her work relationships and in everything she does in life from her modest bio to her always well-received ideas on timely subjects.

2006-2007 Dr. Carmel Streater, DREI - Louisiana

Dr. Carmel Streater received her education from Louisiana State University and is the owner of Cutting Edge Courses that offers live, online and correspondence courses. Carmel has earned her PhD in Adult Education, specializing in training and HRD and is the author of textbooks and courses used in training real estate licensees and trainers. She is a frequent presenter of very successful and well-attended continuing education courses, several of which focus on Fair Housing, Cultural Diversity, Risk Management and Train-the-Trainer.
She is certified by ARELLO in Distance Education, has been awarded the DREI, Distinguished Real Estate Instructor (live instruction) through the auspices of the internationally known Real Estate Educators Association (REEA) and is a Past President of REEA as well as SCEG. She is also a lifetime member of the Million Dollar Round Table, has been listed in "Who's Who in Real Estate," and was selected as REEA's Member of the Year in 1997.

2005-2006 Philip Schoewe, DREI - Texas

Philip G. Schoewe, REEA DREI, Texas TRETA™ CREI™, has lived and been educated on 5 continents. Doctorate of Jurisprudence, 1979, Texas Tech University School of Law. Philip remains an active, practicing Real Estate Broker, REALTOR®, since November of 1977, licensed in New Mexico, Oklahoma and Texas where he is also a Mortgage Broker and member of the Texas BAR. Philip teaches technology workshops for TRETA and SCEG. Past-President of TRETA ; he becomes President of REEA on July 1, 2009.
Moderator for the national panel discussion on “Change Affecting Real Estate Educators” at St. Louis, Missouri as part of the 2007 REEA™ Conference. Served on a 2007 focus group for the Pearson VUE National Job Analysis Committee Meeting for Real Estate in Chicago to update and improve the national section of the state real estate licensing examination. Service on Board of Directors for REEA, TRETA™.

2004-2005 Dale Baze - Oklahoma

Dale Baze is the former education director of the Oklahoma Real Estate Commission from 1980 to 2000. Dale experienced many changes during his employment at the Commission, from scheduled examinations to walk-in computer testing. Dale was instrumental in drafting many education syllabi, including the broker education manual and broker examination.
During his tenure the Commission received numerous education awards from the Association of Real Estate License Law Officials (ARELLO.) Dale was particularly active in the most recent implementation of the Broker Relationships Act and canvassed the entire state to insure all licensees had adequate training.

2003-2004 Jerry Rutledge, DREI - Texas

Jerry began his experience in Real Estate Education 30 years ago as an Instructor and Associate Professor at a College and a University in Michigan. As Chairperson of the Advisory Committee, Jerry contributed by writing, revising and establishing a fully accredited Real Estate Science, Associates’ Degree Program. He was also Vice President of the Real Estate Loan Department of a Commercial Bank and later President of a National Real Estate/Mortgage Banking Company with five divisions.
Jerry is a Real Estate Broker and Mortgage Broker and has been awarded the Distinguished Real Estate Instructor, DREI, prestigious designation by the National Real Estate Educators Association where he served on the Board of Directors, Region 4 Vice President and Founder/President of the South Central Chapter of REEA.

2002-2003 Chuck Jacobus, DREI - Texas

Chuck is an attorney with law offices in Bellaire, Texas, and SVP of Charter Title Company in Houston, Texas. He is Board Certified by the State Bar of Texas Board of Legal Specialization in Residential and Commercial Real Estate Law. He is also a member of the Houston Real Estate Lawyers Council, and has served as chairman and/or president of the Real Estate Section of the Houston Bar Association, the Real Estate Educators Association and the American Bar Association committee on Real Estate Brokers and Brokerage.
Chuck has authored numerous books, including: Texas Real Estate, Texas Real Estate Law, Real Estate: An Introduction to the Profession, and Real Estate Principles and Texas Title Insurance. He is an adjunct professor of law at the University of Houston Law Center, and has served as Mayor of Bellaire, Texas. He also teaches at Champions School of Real Estate and Houston Community College, and is an adjunct professor at the University of Houston Law Center.
